「In the good summer time」は、「In the Good Old Summer Time(古き良き夏のころ)」という、当時アメリカで流行していたワルツ(1902年出版)だそうです。↓下のリンクで聞いていただくと、たしかに日本人の耳には、「グッドー・サマ・タイム」と聞こえます。英語も東北弁の発音だった(?)賢治が、"old" を抜かして書いてしまったのもよく分かります‥：

この歌は、当時アメリカで、多くのミュージカルや映画で使われて、はやっていたそうです。しかし、日本にはあまり紹介されなかったらしく（日本でラジオ放送が始まるのは、もう少し後です）、日本語の歌詞は無いようです。
賢治も、英語の歌として知っていたのだと思います。
